What is Boots on the Ground?

Boots on the Ground is an outsourced market entry and business development service for companies from Singapore and the Philippines that want to sell in the Netherlands and the rest of Europe. It is run by Jelle de Graad, a Dutch entrepreneur who founded and sold three companies and has done extensive business in Singapore, and is part of Navinext Pte. Ltd., a company registered in Singapore.

Instead of opening a European office or hiring a remote sales manager, a company works with one senior partner in the Netherlands. He acts as its fractional country manager: he researches the market, opens doors, runs sales meetings and closes the first contracts. Singapore SMEs can apply for up to 70% support under Enterprise Singapore's EDGE grant for internationalisation activities.

How to enter the European market from Asia

Four ways to enter Europe, and why most companies choose between three expensive guesses.

An office, a remote hire or a distributor each costs a lot before you know whether Europe wants your product. A commercial partner on the ground lets you test the market with real customers first.

An empty modern office with a meeting table and city views
The European office you don't need yet.
Option A

Open a European office

  • Entity, payroll, lease and accounting from day one
  • Months before the first sales meeting
  • Hard to undo if the market is slow
Option B

Hire a sales manager remotely

  • Hard to judge candidates from Asia
  • Employment law and notice periods apply
  • A new hire still has to build a network
Option C

Sign a distributor or agent

  • Your product is one of many on their list
  • Little control over pricing and positioning
  • Customer relationships stay with them
Boots on the Ground

A senior partner on the ground

  • Selling within weeks, not months
  • You own every customer relationship
  • Fixed price per phase, fee tied to results

How market entry into the Netherlands works

Three phases. You decide at every gate.

You only invest in the next phase when the previous one shows real demand. The Netherlands is the test market: English-speaking, central, with the port of Rotterdam and Schiphol airport, and a gateway to Benelux, Germany and the Nordics.

Phase 0

Market Entry Scan

4–6 weeks · fixed price
  • Demand, competitors and price levels in the Netherlands
  • 20 target accounts with named decision makers
  • Regulatory and tax checkpoints for your product
  • A clear go or no-go advice

Gate 1: you see real demand and agree a budget.

Phase 1

Pilot Netherlands

6 months · retainer + success fee
  • I represent your company in the Dutch market
  • Personal outreach to named decision makers, in Dutch where it helps
  • Meetings, trade fairs and follow-up on the ground
  • Proposals, negotiations and first contracts
  • Partner and distributor introductions
  • A written report every two weeks, with a clear advice: stop, adjust or scale

Gate 2: you have paying customers and a pipeline.

Phase 2

Scale Europe

12 months+ · partnership
  • Roll-out to Benelux, DACH or the Nordics
  • Local partners, distributors and key accounts
  • Hiring a local team or setting up an entity when the numbers justify it
  • Option for equity or a stake in the European entity

For Singapore companies

The EDGE grant can cover up to 70% of your cost to enter Europe.

Since 30 September 2026, Enterprise Singapore supports overseas expansion through the EDGE grant, which replaced the MRA, EDG and PSG grants. For internationalisation activities, SMEs can receive up to 70% of qualifying costs and larger companies up to 50%, with a cap of S$100,000 per company per year across all EDGE activities.

Who qualifies

  • Your company is registered in Singapore.
  • At least 30% of the shares are held by Singapore citizens or permanent residents.
  • For the 70% SME rate: group turnover up to S$100 million a year, or up to 200 employees.
  • The provider has no link with your company, its directors or its shareholders.

How it works

  1. We agree the scope and I send a quotation addressed to your exact registered company name.
  2. You apply for EDGE on the Business Grants Portal before signing or paying anything.
  3. After you apply, the project starts and runs.
  4. You pay the invoices and claim the grant when the activity is complete.

Apply first, sign later. Enterprise Singapore does not support a project once work has started or a payment or deposit has been made before you apply. Paying after you apply but before approval is at your own risk.

Example: a 6-month pilot at S$7,500 per month. Enter your own figures.

Total fees–
Estimated grant–
Your estimated net cost––

Estimate only. Enterprise Singapore decides on eligibility and the share covered per activity. The S$100,000 cap is shared with any other EDGE projects you run in the same year (1 April to 31 March). Before we sign, we check together that market entry support applies to your project, and I help you prepare the application.

For companies from the Philippines

From Manila to European customers, in IT, BPO and food.

The Philippines is one of the world's leading hubs for IT and business process outsourcing, and Filipino food brands are looking beyond Europe's Filipino community. I know the country from the inside: at CC.Talent I built and ran a team in the Philippines that served clients in Europe.

IT & BPO services

Win European clients for your IT, software or outsourcing services

  • Introductions to Dutch and Benelux companies that outsource customer support, back office, finance or software development
  • A sales story that sets your team apart from providers in India and Eastern Europe
  • Proposals and contracts that meet European expectations on GDPR, data security and service levels
  • A partner who has sold Filipino talent to European clients himself
Food & beverage export

Get Filipino food products into European retail and food service

  • Importers and distributors in the Netherlands, home of Rotterdam, Europe's largest port
  • A check on EU food rules, labelling and certification before you ship
  • A route from Asian specialty stores into mainstream supermarkets and food service
  • Buyer meetings and trade fair follow-up on the ground

Philippine companies work with the same phases and contracts as Singapore companies, contracted by Navinext Pte. Ltd. The EDGE grant only applies to companies registered in Singapore. Book an intro call to discuss your market.

Who you work with

Jelle de Graad, Dutch entrepreneur with one foot in Asia.

I have built and sold three companies over 25 years, in financial services, digital marketing and international staffing. At CC.Talent I ran teams in the Netherlands and the Philippines side by side, so I know how Asian and Dutch business cultures meet, and where they clash.

Singapore is familiar ground. I have done a lot of business there over the years, and Navinext, the company behind Boots on the Ground, is registered in Singapore. I know the pace of the market and what Singapore companies expect from a partner in Europe.

My strengths are sales, dealmaking and financial structuring. I have been on both sides of acquisitions, and I know how to set up partnerships, entities and holding structures when your European business grows.

You work with me directly, not with a junior account manager. I take on a small number of companies at a time, so each one gets real attention.

  • Senior, not a call centre. The person who talks to your prospects has built and sold companies himself.
  • Quality over volume. Fewer, better messages. I measure replies and meetings, not emails sent.
  • Every claim checked. Research comes with sources, so you can verify what you base decisions on.
  • Discreet by default. Your plans, prices and customers stay confidential. An NDA is standard.

Boots on the Ground is part of Navinext Pte. Ltd., a company registered in Singapore. You sign with a Singapore company, pay in Singapore dollars, and get a partner who works on the ground in Europe.

Is this for you?

A good fit, and when it is not.

  • +sell B2B and have paying customers in Asia already
  • +want to test Europe before committing to an office
  • +work in tech or SaaS, IT and BPO services, logistics, food and agri, fintech or cleantech
  • +can decide quickly at founder or CEO level

Probably not a fit if you

  • –are still searching for product-market fit at home
  • –sell mainly to consumers through retail chains
  • –need EU certification you have not started yet
  • –want leads only, without a commercial partner
Frequently asked questions

What founders ask about entering Europe.

How can a Singapore company enter the European market?

Most companies choose between opening a European office, hiring a sales manager remotely, or signing a distributor. A lower-risk route is to start with one test market and a local commercial partner who sells on your behalf. With Boots on the Ground, a Singapore or Philippine company starts with a market entry scan of the Netherlands, then runs a six-month pilot with a senior partner on the ground, and only scales to more European countries once there are paying customers.

How much does market entry in the Netherlands cost?

With Boots on the Ground, the Market Entry Scan costs S$9,950 (fixed price, 4–6 weeks). The Pilot Netherlands costs S$7,500 per month for six months, plus a success fee of 5–10% on first-year revenue from customers won. Singapore SMEs may be able to cover up to 70% of qualifying costs through the EDGE grant. Opening your own office usually costs far more, because you pay for an entity, payroll and rent before the first sale.

What is a fractional country manager?

A fractional country manager is an experienced commercial lead who represents your company in a foreign market part-time, on a contract basis, instead of as a full-time employee. You get local presence, network and sales capacity without the cost and commitment of a local hire or entity.

Why use the Netherlands as a gateway to Europe?

The Netherlands is English-speaking, internationally oriented and close to Germany, Belgium and the Nordics. Rotterdam and Schiphol make it a logistics hub, and Dutch companies are used to buying from abroad. It is a fast, low-risk place to test European demand.

Do I need a Dutch company or entity to sell in the Netherlands?

Not for the scan or the pilot. I work as your representative and you invoice customers from your own company. When volumes justify it, I help you set up an entity, a partnership or a distributor structure.

Can Philippine companies work with Boots on the Ground?

Yes. Boots on the Ground works with Philippine companies that want customers in the Netherlands and Europe, with a focus on IT and BPO services and food and beverage exports. Jelle de Graad built and ran a team in the Philippines at CC.Talent, which served European clients. The process and contracts are the same as for Singapore companies. The EDGE grant is only available to companies registered in Singapore.

Can I see your work before I commit?

Yes. Ask for a free sample: three researched Dutch target accounts, with the decision makers and the angle I would use to approach them. It shows how I work and gives you a first view of your market, at no cost.

How soon will we have the first meetings?

Outreach starts once the target list and the messages are agreed, usually in the first weeks of the pilot. How fast meetings follow depends on your sector and offer. The market entry scan gives you a realistic expectation before the pilot starts, and every two-week report shows where the pipeline stands.

Who do we sign the contract with?

With Navinext Pte. Ltd., registered in Singapore (UEN 202510444W). Boots on the Ground is a Navinext service. You contract with a local company, under Singapore terms, and pay in Singapore dollars.

Who owns the customers?

You do. Contracts are signed by your company, and all contacts, notes and pipeline data are yours.

How does the success fee work?

You pay a percentage of first-year revenue from customers I introduce or close. We record every introduction in a shared deal register, so there is never a discussion about who brought what.

How many companies do you work with at once?

A maximum of four or five. That keeps the time and focus each company needs, and avoids conflicts between competitors.

Does the EDGE grant cover market entry into Europe?

EDGE replaced the MRA grant on 30 September 2026 and covers expanding overseas, with up to 70% support for SMEs. Enterprise Singapore decides per activity what qualifies, so we check your project together before anything is signed. Projects approved under the MRA before that date continue as approved. There is no comparable scheme in the Philippines that I know of.
